This is a HB double bit Swamping pattern. Based on the stamp it was made before 1988, but it can be hard to tell how much earlier this could be made. These patterns were extremely popular in the early 1900s, so my best guess would be 1950-70s. If it was made much earlier the stamp would be different. Hope this helps!
