The maker’s mark is the hot stamp that started in 1988 and is still in use today. I’d be surprised if this axe was sold without a handle. A long, long time ago HB shipped axes without handles. But that’s not the case in modern times. Still this could have been a factory second, or some how got sold without a handle. Hope this helps.
